Background

The protection of refugee and migrant children and adolescents has become a permanent challenge for the region. the migrations flow throughout the region continues to increase, exposing thousands of children and adolescents to child protection risks and situations that violate their rights.

The precarious conditions and situations of poverty faced by children and their families, the lack of access to basic services, in addition to forced recruitment, gang violence and organized crime. These facts have driven many children and their families to leave their homes to escape violence, lack of opportunities or to seek family reunification.

Several countries in the region have experienced increasingly intense migratory movements that have created a demand for all services that the States have had to face. Thus, a range of services for migrant children and their families has been emerging which, it has therefore become necessary to visualize throughout the region, the different services available along the routes.

UNICEF LACRO joint with the Regional Sub-Group on Child Protection in Humanitarian Action has been supporting processes aimed at identifying existing services, especially Child Protection services in the region in a virtual tool that can be freely accessed by humanitarian actors, but also by the migrant and refugee population; in addition, this tool has key information on child protection risk prevention. The

This interactive map is intended to provide updated information on the services that can be found during the different crossings of the migrant and refugee population, especially children and their families. At the same time, it also provides humanitarian actors with a broad overview of the different 1717 May types of child protection services implemented in the region, their consolidation and at the same time gaps that should be reinforced.

The UNICEF Latin America and Caribbean Regional Office is based in Panama, operating in 36 territories, including 24 country offices. The UNICEF offices in the region have prioritised the ending of violence against children, recognising this as critical for the fulfilment of all child rights.

Purpose of the Assignment

Under the overall guidance of the Child Protection Specialist, in close coordination with the Regional Subgroup Child Protection Humanitarian Action Co-leads, the purpose of this assignment is to prepare contents for the interactive map and update of all services, especially child protection services provided in the region in the map platform, through coordination with national child protection sub-sectors and regional member organizations and other regional sectors.

Specific Tasks

To identify and conducted the update of the services, the consultant will have to coordinate with the regional members of the Subgroup and with the national Child Protection Sub-sectors and other regional sectors, the monthly collection of information through a previously defined template, to have a maximum overview of services in the interactive map to be shared broadly in the region with communities, children on the move and their families; also provide to the national Child Protection Subsectors and other actors a useful tool that they can consult and do referrals to services through the region.

The main tasks to be developed in this consultancy include:

a) Developing a protocol/procedure approved by the Regional Subgroup on Child Protection in Humanitarian Action for how to add or remove services.
b) Expanded the identification of services and update in the interactive map platform.
c) Updating information sections, especially the one on border crossing requirements with official governments information.
d) Coordinate a live testing of the map to confirmed if it is useful in the field.
e) Develop content on child protection prevention and update key information that prevents and mitigates protection risks, which should also be uploaded to the platform.

All deliverables must be in Spanish. The follow-up on progress and production of materials will be reviewed by UNICEF LACRO and World Vision Regional as co-leaders of the Regional Subgroup on Child Protection in Humanitarian Action.

Likewise, for the scope of these tasks, the Consultant is expected to be able to conduct the following activities:

1. A methodology and timeline: A monthly information gathering procedure will be established with the regional members and the national sub-sectors. A timetable will be established for the attention of the national sub-sectors and the management of their information.

2. Participation in virtual meetings of the Regional Subgroup and follow-up with regional members and national sub-sectors for the generation of information on the map. Conduct virtual meetings and follow up with the regional members, with the co-leaders of the national sub-sectors and support in the management of the information. In addition, he/she will be in charge of uploading the updated information to the interactive map platform, for which a guide with the steps to follow will be provided, as well as guidance and technical support regarding the platform.

3. Monthly update of the map information content: Monthly content will be produced and updated on the map, based on information collected by national subsectors and regional members, as well as research on official websites of authorities in the different countries of the region. https://mapassubgrupocp.worldvisionamericalatina.org/

4. Every 2 months a report will be generated on the status of map (visitors, reach) and its update, in coordination with the regional communications/ICT World Vision team.

  • 2 Bi-monthly reports on the implementation and reach of the interactive map.

Minimum Requirements and Qualifications

Education

  • Advanced university degree in social sciences, communications, data Science, or other related fields.

Work Experience

  • At least 2 years of practical experience in Drupal 8
  • Proven experience in statistical data collection and management and analysis.
  • Practical work experience in Latin America and data analysis.

Languages

  • Fluency in Spanish and English is required.

Technical knowledge

  • Knowledge on human mobility.
    A good understanding of the social and political situation of Latin America

Other skills and attributes (optional)

  • Demonstrated excellent skills in verbal and specially on written communication with examples of reports, guidelines or similar products previously elaborated
  • Demonstrated ability to work virtually and establish virtual working relationships with many partners
  • Able to work effectively in a multicultural environment
  • Ability to clearly define objectives and plan activities
  • Fluency with ICT tools such as email, Teams, Skype, Zoom.

Administrative details

Supervision

The consultant will work under the direct supervision of the Child Protection Specialist CPHA in close coordination with the Regional Subgroup Child Protection Humanitarian Action co-leads.

Workplace

The consultant will work home-based, using their own personal premises, materials, facilitate the communication required during this assignment.

Duration

This consultancy will have a duration of six (6) months.

Travel

If the situation permits, the consultant may be required to travel to some countries in the region for this assignment.

When travel applies, it will be covered by UNICEF as per policy.

1. Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.
2. For agreed country visits, the contractor/consultant will be responsible in administering their own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.
3. Any travel involved should be budgeted according to UN Travel Standards as a ceiling.
